When the highways seceded

A small piece of genius from blog Quiet Babylon (via Futurismic): a possible future where the highways of US seceded and became their own corporations/states. Why would they do that? In the future of drone and AI based security, protecting arbitrary borders are no longer a problem.

Even better, charge for highway usage based on security level (and imagine future GPS:es including security based routing).
